Over worked Liability Claims Adjusters

Currently, California Liability Claims Adjusters are handling approximately 20 new claims per week. Each claim can have several units attached to it. With their handling and contact requirements, this is unrealistic/impossible. is there anything that can be done? People are being written up and losing their jobs. Others are working excessive hours of overtime and still unable to complete the handling process. Is it legal for them to have handling requirements and then assign an unrealistic amount of claims?
