Farmers Cannot Contact Insured Driver

I was rear-ended at a stop light by a driver insured by Farmers, almost one month ago. Because I only have liability coverage on my insurance policy, I had to pursue the claim through Farmers. Now, there is still a delay on my claim because Farmer's can't seem to contact the other driver to obtain his statement. According to my research, Farmers can and probably will drop the other driver's coverage and deny my claim, transferring the liability to the other driver. I could pursue the other driver in court but I most likely will not be able to collect a penny, since he's likely not employed. He's actually a registered sex offender..

Any advice would be greatly appreciated.
