Multi Agent offices not allowed

I sold my Farmers agency to my sister 10+ years ago and had a contract dating back to 1988. She is having another Farmers agent move in to share office space/expense and was told by the district manager it had to be approved on multiple levels and could take months and months. The form she offered to fill out looked home made and had no form number on bottom so to me it appears the DM is just messing with the agents. Additionally, the DM went to the other agent and said she had a buyer for her book and is pressuring her to sell it even though she dont ant to do so.
On all fronts this just smells rotten and is wrong. Farmers truly does suck. Is there any contractual obligation to not allow my sister to take in an office partner?
