new store vs same store classification and bonus

I purchased a retiring agent's book of business and took over the agency in 2016. I was told at that time that once I completed the first year, my agency bonus structure would be based on "same store" production levels as apposed to "new store" production levels. At the end of the first year they decided to extend my "new store" classification until the next January and that next January they extended it one more year.

The problem is a "new store" production requirements are extremely difficult to hit, about 3 times the amount of a "same store" production requirements. I should be earning an additional 30% of my earned commissions in bonus, but because of this continued reclassification, I've yet to bonus.

It seems like a serous breech of contract to me. Has anyone else experienced this?
